Choice of means of action to achieve goals is tied closely to a
plurality of values. This is limited only by excessive costs forcing a reinterpretation
of values. This is, according to Weber, affectual vs. rational type of action
in the decisions being made. Where as traditional actions are based upon
emotion and a deep commitment to established beliefs. An act is rational if it
is oriented to establishing a clear set of goals. Having said that the border
between the two is often vague and the ultimate justification for action is
embedded in a preexisting set of values, i.e. irrational.
